NEELIE KROES DISCUSSES INTERNET GOVERNANCE WITH US ADMINISTRATION.

BRUSSELS -- The following information was released by the European Union:

Neelie Kroes (European Commission Vice P resident for the Digital Agenda) and Lawrence Strickling (Assistant Secretary - US Department of Commerce) met in Brussels on May 12 th to discuss a wide range of topics dedicated to ensuring the sustainability of the multistakeholder private sector-led model of Internet governance which both the EU and the US have stoutly defended over many years.

In their constructive discussion, they agreed that reforms are necessary inter alia to reinforce the transparency and accountability of the internal corporate governance of ICANN (Internet Corporation for Assigned Names and Numbers), to enhance ICANN's responsiveness to governments raising public policy concerns in the Governmental Advisory Council (GAC) and to improve the way decisions affecting country-code Top Level Domains are made. In addition, they discussed the upcoming award of the Internet Assigned Numbers Authority (IANA) functions contract.

Ms Kroes and Mr Strickling agreed to work closely together in the run-up to the next ICANN meeting (19-24 June in Singapore) to stress the need for the ICANN Board to adequately respond to GAC advice when considering the expansion of generic top level domains (gTLDs) and to make a priority of speedily implementing all recommendations prepared by the Accountability and Transparency Review Team (which finished its work at the end of December 2010).

The US Government is inviting views from the global stakeholder community as to how the IANA functions contract can be used to improve global domain name management. Vice President Kroes offered to host an open forum in Brussels later this year to discuss these issues with all interested stakeholders.

In the meantime, the EU and the US will be reaching out to other nations to exchange views and forge consensus.

RDATE:08112010

Dublin - Research and Markets (http://www.researchandmarkets.com/research/a277f7/china_drinking_wat) has announced the addition of the "China Drinking Water Industry Survey Report, 2010" report to their offering.

Cooperated with 1diaocha.com, ResearchInChina surveyed 600 consumers in mainland China concerning the consumption features of drinking water industry in August 2010. The main contents were as follows: habit of drinking bottled (barreled) mineral water, awareness of bottled (barreled) water brands, considerations while buying bottled (barreled) water, channels to know bottled (barreled) water, motivations to buy bottled water, bottled water price options, where to buy bottled water, which type of barreled water is more acceptable, and the highest acceptable price of barreled water.

With regard to brand awareness of bottled water, Nongfu Spring took the lead with approximately 80% consumers recognition, followed by Master Kong and Wahaha, respectively with over 40% consumers recognition, and Uni-President, Robust and Nestle. The six brands played an important role in bottled drinking water market, and other bands were relatively less known to consumers.

Regarding to where to buy bottled water, above 70% consumers selected the supermarket and convenience store. In addition, the community store was also an important option, while the other channels such as newsstand enjoyed a lower rate. Thus, it can be concluded that the consumers will take two factors into consideration while buying bottled water: for convenience, such as convenience store and community store, and for low price, like supermarket.

The TV ad was the most important channel for consumers to know the barreled water, accounting for approximately 70%, followed by suggestion from a friend, recommendation by sellers and Internet ad, each covering over 40%.

Arcadian Networks Delivers Private Broadband Wireless Substation Communications to East Central Energy.

NEW YORK, Nov. 24 /PRNewswire/ -- East Central Energy (ECE), Minnesota's third largest electrical cooperative, is deploying a Smart Grid-ready communications system linking 36 substations with a 700 MHz licensed wireless broadband communication network from Arcadian Networks made possible through a partnership with the cooperative's wholesale power supplier, Great River Energy of Maple Grove.

Information accessibility and security across its widely dispersed network are two of the biggest priorities for ECE, which delivers power to more than 57,000 homes, farms, and businesses across challenging terrain in Minnesota and Wisconsin. "With nearly 70,000 PLC equipped meters reporting through substation data concentrators, communications with our remote locations is challenging," said Linda LaTourelle, the IT Manager overseeing the transition to the Arcadian solution.

"Our older dial-up communications were maintenance intensive and required us to support an expensive frame relay network to get information back to headquarters in Braham, Minnesota. Some remote substations simply could not be reached by dial-up, and this required us to patch together a non- broadband, mismatched solution." ECE saw the need to upgrade to a unified and modern communications platform to support its plans for additional smart grid applications in the future.

"We liked the idea of a private network and had considered putting in our own wireless system," said LaTourelle. "When we studied the capabilities of the Arcadian system, we saw that it brought the security, privacy, and reliability we wanted along with a strong ongoing return on our investment."

ECE has now completed installation of Arcadian at 32 of 36 substations and expects to complete the roll out by the end of the year. "We are already benefiting from the broadband accessibility to our substation communications throughout the entire territory, and the team is talking about the Smart Grid potential of the network."

About East Central Energy

East Central Energy is a member-owned electric cooperative that serves more than 57,000 homes, farms and businesses in east central Minnesota and northwestern Wisconsin. ECE provides electricity, high-speed Internet and long distance services, as well as community and business development and environmental services. Formed in 1936, ECE is one of Minnesota's oldest member-owned electric cooperatives.

About Arcadian Networks

Arcadian Networks provides "last mile" wireless carrier services to the energy sector (electric, water, and gas utilities and oil and gas companies). The company's 700 MHz licensed spectrum delivers a converged IP network with voice and data communications for fixed and mobile applications. The real- time broadband communications platform reduces operational costs, improves resiliency, and transforms electric grids into efficient "smart grids" and oil fields into optimized "smart fields." Alert issued on drug for helping smokers quit.(NEWS FROM THE FDS)

The Food and Drug Administration has issued an alert about postmarketing reports of suicidal thoughts, aggressive and erratic behavior, and drowsiness associated with varenicline, the smoking cessation drug marketed as Chantix.

A notice posted Nov. 20 on the agency's MedWatch site advises health care professionals to monitor patients taking varenicline for behavior and mood changes, and recommends that people taking the drug should contact their physicians if they experience mood or behavior changes, and should be cautious when driving or operating machinery, "until they know how quitting smoking with Chantix may affect them."

Varenicline, a nicotine receptor agonist, was approved by the FDA in 2006, and is taken orally. The notice points out that the review of the drug's safety is ongoing and that the agency is not advising health care providers to stop prescribing the drug.

The FDA is reviewing postmarketing reports of suicidal ideation and occasional suicidal behavior associated with varenicline, recently submitted by the drug's manufacturer, Pfizer Inc., as well as cases recently reported in the popular press and Internet sites, according to the notice.

A preliminary assessment of these reports indicates that many "reflect new-onset of depressed mood, suicidal ideation, and changes in emotion and behavior within days to weeks of initiating

Chantix treatment," according to the FDA. Because smoking cessation treatment with or without treatment is associated with nicotine withdrawal symptoms and exacerbation of underlying psychiatric illness, "the role of Chantix in these cases is not clear," although not all the patients in these reports have preexisting psychiatric illnesses and not all had stopped smoking.

The notice also refers to a highly publicized case of erratic behavior that resulted in the death of an individual who was taking varenicline to quit smoking. The FDA is reviewing material submitted by Pfizer in response to a request for information about similar cases. Alcohol and other factors appeared to have played a role in this case.

Reports of people who experienced drowsiness while taking the drug, and of impairment that affected the ability to drive or operate machinery, are also being reviewed by the FDA.

The FDA plans to issue another report when the safety review is completed and when more information or analyses become available.

In the varenicline label, suicidal ideation is listed as a "rare" treatment-emergent adverse effect associated with the drug in clinical trials, and aggression is listed as an "infrequent" adverse event.

More information is available at: www.fda.gov/medwatch/safety/2007/safety07, htm#Chantix. Adverse reactions to Chantix should be reported to the FDA's MedWatch program at 800-332-1088 or www.fda.gov/medwatch.
